Pixxomo (https://pixxomo.com/) is a free pixel recolor & layered color manipulation that runs in the web browser, part of the Pixx Suite of pixel art tools (https://pixxsuite.com/). It works offline and without an account; a free Pixx account adds cloud sync between devices and sending work to the other Pixx apps.
